It is mandatory for every property marketed for sale in England and Wales from 14 December 2007 to have a Home Information Pack (HIP) which includes a Energy Performance Certificate (EPC).

The Energy performance Certificate is required to comply with EU directive 2002/91/EC

Energy performance certificates (EPC’s) provide an A to G rating for properties to reflect their energy efficiency and carbon emissions. Details will also be provided on how consumers can improve the rating through energy efficiency measures. Buyers whose homes score poor energy ratings of F or G (currently around one-fifth of all homes) will receive an offer of a discount or free help with energy efficiency measures from the Green Homes Service which will be established, helping to save hundreds of pounds off fuel bills.

The EPC will show two ratings, how energy efficient the house is, and the CO2 emissions.

Only those who are fully qualified and certificated with a ABBE Diploma in Home Inspection or hold a ABBE Diploma in Domestic Energy Assessment will be allowed to prepare Energy Performance Certificates.
